The Partnership Center, Ltd. (PCL) was established in 1997 to create new ways for organizations to improve their performance and effectiveness in order to address homelessness and poverty issues by creating new service models and collaborative efforts. Using data driven solutions, PCL’s work is focused on helping improve performance of programs and projects across Cincinnati and the nation. We work with federal agencies, funders, and community service organizations that plan, fund, or provide housing and services, to persons experiencing homelessness and/or low-income persons.

VESTA®

is a community database system. VESTA collects client-level data for the purpose of being able to assess the performance of those projects in serving their clients. Built using a unique metadata model, the software is customizable for each agency and project, allowing flexibility in data collection and robust reporting. Outcomes matter for the community of low-income and/or homeless service providers across Greater Cincinnati that use VESTA as a tool to track and evaluate client services, case management, referrals, financial support, and other information. VESTA also helps agencies and community leaders evaluate the effectiveness of services they provide.

Thyme C.D.S. Banner

THYME CDS

is a fresh new approach to data collections for victim service providers. Thyme is web-based “comparable database system” developed by PCL. It is configured to collect information required for: HUD’s Continuum of Care (CoC) and Emergency Shelter Grant (ESG), as well as DOJ’s Violence Against Women Act (VAWA-STOP) and Victims of Crime Act (VOCA), and HHS’s Family Violence Prevention Services Act (FVPSA). Thyme meets all requirements as a comparable database for the Homeless Management Information System (HMIS) as required by HUD and generates the reports in an accurate CSV format as specified by HUD. Thyme also enables case workers/advocates to record client activity and case plans and includes tools to support their work.
